We are recruiting for Auditors within British Columbia Financial Services Authority (BCFSA). Candidates applying through this competition may be considered for two levels based on demonstrated strengths in industry knowledge, audit principles, and independent judgment. 

  • Senior Auditor (L4) (salary band: $90,069.00 to $140,235.00) 

  • Auditor (L3) (salary band: $73,182.00 to $107,310.00)

These roles are integral to BCFSA's regulatory oversight of the real estate sector and support our mandate to protect consumers and promote a stable, transparent, and fair real estate marketplace in British Columbia. Successful candidates will conduct financial audits and investigations of real estate brokerages, assess compliance with legislation and regulatory requirements, identify risks, and provide recommendations that support regulatory excellence and public confidence. 

Our Auditors and Senior Auditors play a critical role in evaluating brokerage operations, financial practices, trust account management, and regulatory compliance. Through their work, they contribute to evidence-based regulatory decisions, risk mitigation, stakeholder education, and continuous improvement initiatives across the organization.

Candidates will be assessed for the level that best aligns with their skills, experience, professional designation, and demonstrated audit expertise. This approach allows us to consider a broad and diverse pool of applicants while ensuring a fair and consistent evaluation process. 

 

Assessment Criteria 

Applications will be assessed based on qualifications, including education, professional designation, experience, technical knowledge, and relevant competencies. We will carefully review each candidate's background to determine the role that best aligns with their qualifications and experience. 

 

Selection for Roles 

Candidates who meet the qualifications will be invited to participate in the competition for the role that aligns best with their experience, education, and demonstrated capabilities. This ensures a fair and targeted approach to matching candidates with the most appropriate role. 

 

ACCOUNTABILITIES  

  • Conduct financial and non-financial audits of real estate brokerages to assess compliance with legislation, regulations, industry standards, and regulatory requirements. 

  • Review trust and general ledgers, monthly trust and general account bank reconciliations, monthly trust liabilities and assets reconciliations, and other financial records to identify potential risks, deficiencies, or non-compliance. 

  • Review monthly owner statements, financial packages, accountant reports, financial statements, and other relevant documentation to assess compliance with regulatory and bookkeeping requirements. 

  • Assess Accountant's Reports and Financial Statements to identify exceptions, determine severity and risk, and support audit planning and prioritization activities. 

  • Review brokerage trading services, rental property management, strata management, and related business records to evaluate regulatory compliance and operational practices. 

  • Prepare comprehensive audit reports that clearly document findings, evidence, conclusions, and recommendations. 

  • Respond to enquiries from brokerage staff, external accountants, legal representatives, and other internal and external stakeholders regarding audit findings, regulatory requirements, and compliance matters. 

  • Participate in and support high-priority and high-risk audit and investigation-related projects and initiatives. 

  • Support the development, maintenance, and continuous improvement of audit methodologies, procedures, internal policies, tools, and best practices. 

  • Provide orientation, guidance, and training to internal and external stakeholders within the area of responsibility. 

  • Contribute to, participate in, and support broader organizational business transformation and regulatory modernization initiatives. 

 

ADDITIONAL SENIOR AUDITOR RESPONSIBILITIES 

  • Conduct complex and high-risk audits and investigations involving significant regulatory, financial, operational, or compliance considerations. 

  • Provide coaching, mentorship, training, and technical guidance to auditors, including reviewing work products and supporting professional development. 

  • Coordinate audit activities and provide subject matter expertise on complex investigations and regulatory matters. 

  • Develop, enhance, and review field audit procedures, methodologies, and risk-based audit approaches to address emerging risks and regulatory priorities. 

  • Lead or coordinate high-priority and high-risk audit and investigation-related projects and assignments. 

  • Respond to complex stakeholder enquiries requiring advanced technical, regulatory, or accounting expertise. 

  • Provide guidance to employees, management, and leadership on audit, compliance, and regulatory matters within area of responsibility. 

 

JOB REQUIREMENTS 

  • Demonstrated experience conducting financial and/or compliance audits, investigations, risk assessments, or related regulatory review activities. 

  • Strong understanding of accounting principles, financial reporting, and audit methodologies. 

  • Experience reviewing financial records, reconciliations, financial statements, and supporting documentation to identify risks, discrepancies, or non-compliance. 

  • Strong analytical, investigative, and problem-solving skills, with the ability to assess complex information and exercise sound professional judgment. 

  • Exceptional attention to detail and a high degree of accuracy. 

  • Excellent written and verbal communication skills, including the ability to prepare concise reports and present findings to a variety of audiences. 

  • Demonstrated ability to build and maintain effective relationships with internal and external stakeholders. 

  • Ability to work independently, manage competing priorities, and meet deadlines in a dynamic regulatory environment. 

  • Experience contributing to process improvement, policy development, or operational enhancement initiatives. 

  • Preference may be given to applicants with experience in a regulatory, compliance, legal, financial services, or public practice environment. 

 

ADDITIONAL SENIOR AUDITOR REQUIREMENTS 

  • Demonstrated experience conducting complex or high-risk audits and investigations. 

  • Experience providing leadership, mentorship, coaching, training, or technical guidance to audit staff or professional teams. 

  • Knowledge of Canadian financial reporting requirements, including Accounting Standards for Private Enterprises (ASPE), International Financial Reporting Standards (IFRS), and Canadian Assurance Standards (CAS). 

  • Knowledge of the Real Estate Services Act, related regulations, and applicable regulatory requirements. 

  • Demonstrated ability to lead complex audit engagements, investigations, projects, or initiatives involving multiple stakeholders. 

 

EDUCATION 

  • Bachelor's degree in Business Administration with a specialization in Accounting, Commerce, Finance, or a related discipline, and a combination of audit, accounting, regulatory, compliance, or investigative experience. 

  • An equivalent combination of education and experience may be considered. 

 

CERTIFICATIONS 

  • Chartered Professional Accountant (CPA) designation or equivalent professional accounting designation is required.
