SUMMARY
The Director Data Enablement is responsible for strategic leadership for enterprise-wide Data Product and solution ideation, data management, integration, governance and utilization of information and data assets that directly support regulatory oversight, policy development, and consumer protection in BC’s financial services sector.
The position collaborates across functions to:
• Design and build innovative data and AI products and services.
• Leverage data as a strategic asset, enabling data-driven decision-making, and data insights.
• Ensure data strategies, solutions and data product roadmaps enhance operational efficiency while contributing to the broader mission and vision of BCFSA.
ACCOUNTABILITIES
• Leads the ideation, definition and prototyping of information, data and AI products and features by applying deep understanding of a multi-faceted business (e.g., product and technology landscape, market trends) to drive value and innovation.
• Co-leads the planning, design and value alignment activities of the Enterprise Data Strategy roadmap to support BCFSA’s mandate.
• Leads prioritized Data Product/Solution Initiatives by applying deep understanding of a multi-faceted business (e.g., product and technology landscape, market trends) to manage and direct value-driven design and scoping activities.
• Establishes and enforces data governance policies and procedures to ensure data integrity, security, and compliance with regulatory requirements.
• Provides strategic oversight for the data architecture and ETL processes that support the developed data products and analytics solutions.
• Applies complex corporate knowledge and understanding to develop strategic plans and operating models to establish enterprise level business and data analytics processes and technologies.
• Fosters a culture of data product innovation by leveraging advanced analytical techniques such as machine learning, AI, and / or predictive analytics, to design and test next-generation tools.
• Develops and tracks performance metrics and KPIs to measure the success of data initiatives.
• Leads cross departmental engagements in developing data strategy, data governance and associated operating models.
• Leads and directs privacy and records management processes and practices with strong emphasis on data security and compliance.
• Directs the development of operational/corporate policies and procedures, performance standards and service levels with the goal of continuous improvement.
• Manages and controls a budget and makes fiscally responsible decisions.
• Leads the unit in developing branch level IM&T strategy and operational planning and reporting to support reliable program accountability, organizational core values and mandate.
• Provides supervision, coaching and mentorship to allow team members to achieve their full potential.
• Stays updated with emerging technologies and trends in data analytics, actively seeking opportunities to translate these advancements into new BCFSA data product offerings and prototypes.
• Builds and fosters strategic and cross-functional collaboration with internal and external stakeholders to leverage data analytics across the organization.
JOB REQUIREMENTS
• Minimum of 7 years of hands-on experience in data management, data analytics, strategic planning, or related roles, with at least 2 years in a leadership position.
• Proven ability to develop and implement enterprise information management strategies, define the vision for data platforms, and ideate/prototype data products leveraging emerging technologies such as AI.
• Excellent knowledge of enterprise data management; including data classification, conceptual data architectures, governance, and inter-dependencies.
• Experience interpreting legislation and advising on policy, procedures, and guidelines.
• Experience in mentor leadership, supervising staff, and supporting business transformation.
• Knowledge of Product Management and Project Management methodologies including complex, cross-functional projects, applied to strategic data product ideation and delivery.
• Knowledge of government procurement and contract management is an asset.
• Ability to translate business needs into compelling Data Product definitions, business requirements, and strategic roadmaps and communicate complex information clearly.
• Skilled at managing competing priorities and fostering strong working relationships with internal and external stakeholders, including Board members, senior officials with public sector employers, and external services partners.
EDUCATION
An undergraduate degree required in a relevant field such as Computer Science/Information Systems, Business Administration, Economics or Statistics. Preference given to a combination of technical and business education.
