SUMMARY

The position provides full cycle accounting, including journal entries and general ledger maintenance, in accordance with Public Sector Accounting Standards to enhance the effectiveness of BCFSA’s financial operations.

These efforts are critical in contributing to the organization’s mission to promote confidence in British Columbia’s financial services sector by providing risk-based and proportional regulation and protecting the public.


ACCOUNTABILITIES

  • Records and validates journal entries for accurate general ledger accounting of transitions, ensuring compliance with Public Sector Accounting Standards.
  • Prepares account schedules and reconciliations and proactively identifies and resolves discrepancies in a timely manner.
  • Executes month-end close processes within timelines, ensuring completeness and accuracy of financial reporting.
  • Monitors, analyzes and interprets financial data to provide recommendations that support financial and operational decision making.
  • Supports various financial processes, including accounts payable and accounts receivable, contributing to efficient and compliant transaction management.
  • Collaborates with cross-functional teams throughout the organization to ensure financial compliance and policy adherence.  
  • Identifies and implements process improvements to enhance efficiency, accuracy, and timeliness of accounting operations and internal controls as well as service to internal and external clients.
  • Contributes to system maintenance and drives improvements to improve efficiency and data accuracy.
  • Compiles working papers and documentation for audit purposes and resolves related requests.
  • Researches and analyzes proposed changes to programs in order to identify and quantify financial impacts, provide advice, and recommend viable solutions. 
  • Develops and maintains financial controls and procedures. 
  • Analyses financial accounts to ensure they reflect the BCFSA’s financial activities; attests to the reasonableness of asset, liability, revenue, and expenditure accounts. 
  • Contributes to the team’s development of internal work practices (e.g., policies, procedures, and tools). 
  • Provides orientation and training to internal and/or external stakeholders within area of responsibility. 
  • Contributes to, participates in, and supports organizational business transformation initiatives. 
  • Supports other duties as assigned.


JOB REQUIREMENTS

  • Experience developing financial statements and reports. 
  • Knowledge of financial policies, internal controls, accounting and auditing principles and practices. 
  • Knowledge of the application of Generally Accepted Accounting Principles (GAAP) in a public sector or crown corporation. 
  • Knowledge of key accounting functions, risk management, and procurement.  
  • Proficiency in Microsoft Excel.
  • Ability to interpret financial legislation and regulations. 
  • Ability to exercise judgement, initiative, and discretion.  
  • Superior oral and written communication skills. 


EDUCATION

  • Bachelor's degree in accounting, finance, or a related field.


CERTIFICATION

  • Holds or pursuing Chartered Professional Accountant (CPA) designation or an equivalent combination of education and experience.
