SUMMARY
The position is accountable for managing the risk-based regulatory and prudential management of pension plans in British Columbia, ensuring alignment with legislative requirements and BCFSA’s regulatory framework. The role is accountable for translating strategic priorities into operational plans, managing team performance, and ensuring effective program execution and accountability. It also builds strong stakeholder relationships and applies sound judgment to address complex regulatory issues and support the integrity of the pension sector.
ACCOUNTABILITIES

Develops and implements team operational plans, setting priorities and goals, while contributing to branch-level planning, service coordination across teams, and reporting to support overall program accountability.

Contributes to the implementation of measurements and reporting mechanisms to demonstrate the BCFSA’s/ Pension Branch’s achievement of its mandate and to ensure reliable program accountability.

Manages the processes, services, and systems that enable the team to produce work outputs aligned with the risk-based regulatory framework for pension plans.

Plans, executes, and reviews supervisory examination activities for higher-risk and targeted pension plans, and conducts ongoing monitoring to support continuous risk assessment and supervisory oversight.

Leads and/or conducts research on complex technical issues and opportunities that advance risk-based regulatory management of the pension plan system.

Interprets, administers and ensures compliance with acts and regulations including those related to resource management (e.g., Human Rights, FOIPP, and Financial Administration).

Drafts communications on technical pension matters that effectively and accurately reach the intended audience.

Develops and maintains constructive and collaborative relationships with stakeholders focused on enhancing the BCFSA’s reputation and credibility.

Represents the BCFSA in meetings and maintains partnerships and agreements with stakeholders.

Supervises, coaches and mentors staff including assignment of work, development and evaluation of performance plans and, approval of leave.

Actively participates in developing the corporate culture and employee engagement by implementing and practicing the BCFSA’s core values, setting performance expectations and holding staff accountable.
JOB REQUIREMENTS
-
7+ years of progressive, directly related experience in pension regulation, pension administration, financial services, or a related field, including experience leading staff and/or managing complex program delivery

Comprehensive knowledge of content, interpretation, and application of the Pension Benefits Standards Act/Regulations.

Knowledge of current and emerging risks and trends as they relate to the pension industry.
-
Knowledge of the methods and procedures involved in the administration of pension plans and pension administration.

Knowledge of pension funding and investment risks and commensurate financial analysis techniques, and of pension governance and business operational risks.

Knowledge of institutional investing policy and practices, portfolio management and regulation

Knowledge of risk management principles and methods.

Ability to exercise judgement, initiative, and discretion.

Ability to influence stakeholders to comply with legislation regulations and policies.

Advanced relationship-building skills, with the ability to engage with diverse stakeholder groups and manage complex relationships.

Effective communication skills, including strong written, verbal and presentation capabilities to communicate technical, complex concepts to audiences with varying degrees of pension knowledge and experience.

Strong leadership skills to effectively manage and motivate a highly skilled team in a matrixed work environment, with experience leading for high performance and promoting a culture of accountability and continuous improvement.
EDUCATION

Degree in business, actuarial science, law or economics and considerable directly related experience or an equivalent combination of education and experience.
RELATED EXPERIENCE
Related experience includes:

Operational or stakeholder service delivery in the benefits administration or pension investment services sectors

Interpreting and applying legislation, regulations, and/or policy

Managing employees
Preference may be given to applicants with Industry experience in the following areas: pension plan investment or actuarial management, consulting and/or pensions administration.
CERTIFICATIONS

Preference may be given to applicants with relevant professional qualifications: FSA, FCIA, CEBS, FRM, CFA, CAIA, LLB/JD and/or CPA.
