SUMMARY
The Manager, Human Resources is accountable for the delivery of comprehensive, high quality generalist human resource services across the organization through leadership of a team consisting of Human Resources Business Partners (HRBPs) and Human Resources Assistants (HRAs).
Reporting to the Director/Head of Human Resources, the position plays a critical role in translating organizational and people strategies into consistent, practical, and risk informed HR practices. The role provides leadership and oversight across employee relations, workforce planning, talent management, recruitment, classification and compensation, workplace health and safety, and HR systems and analytics.
The Manager ensures HR advisory services are delivered in a coordinated, client focused, and compliant manner, while building HR capability, strengthening people management practices, and contributing to organizational performance, culture, and regulatory confidence.
ACCOUNTABILITIES

Provides leadership, direction, and performance management for a team of three Human Resources Business Partners and two Human Resources Assistants, ensuring clear priorities, role clarity, and consistent service standards.

Oversees the delivery of integrated and risk based HR advisory services across the organization using the HR Business Partner model.

Coaches and supports HR team members in the application of employment legislation, organizational policy, and professional judgment on complex and sensitive matters.

Builds team capability through mentoring, workload planning, knowledge sharing, and continuous improvement of HR practices and tools.

Provides senior level oversight and guidance on complex employee relations matters, including investigations, corrective action, performance management, accommodations, and conflict resolution.

Ensures employee relations issues are addressed in a fair, consistent, and defensible manner, aligned with organizational values, policy, and employment legislation.

Acts as an escalation point for HR Business Partners on high risk, complex, or precedent setting cases.

Translates organizational and business strategies into aligned HR plans, priorities, and initiatives that support workforce sustainability and organizational effectiveness.

Partners with senior leaders to provide strategic advice and risk based recommendations related to workforce management, culture, and organizational capability.

Contributes to the development and execution of branch and unit operational plans, performance measures, and reporting to support accountability and mandate delivery.

Oversees the implementation of enterprise talent management practices, including workforce planning, succession planning, employee engagement, learning, and leadership development.

Ensures recruitment, classification, and compensation practices are equitable, transparent, and aligned with organizational priorities and market context.

Reviews workforce data and trends to identify risks, gaps, and opportunities, and supports proactive planning with leaders.

Leads the development and use of HR information, analytics, and reporting to support decision making, workforce insights, and risk management.

Contributes to the development, review, and continuous improvement of HR policies, procedures, service standards, and operational practices.

Develops and maintains effective working relationships with leaders, employees, and system partners to support collaborative problem solving and trust in HR services.

Promotes effective people management through competency based practices, coaching, and targeted training for leaders and managers.

Supports organizational change initiatives by identifying people impacts, risks, and mitigation strategies.
JOB REQUIREMENTS

Six years of progressively responsible experience providing advisory or consultative services across multiple human resource disciplines, or an equivalent combination of education and experience.

Minimum of three years of experience leading, coaching, and developing employees in a human resources or professional services environment.

Demonstrated experience delivering generalist HR services, including employee relations, recruitment, classification and compensation, and workplace health and safety.

Experience supporting managers and senior leaders in a complex, regulated, or public sector organization.

Strong knowledge of employment legislation, human resource principles, and HR best practices.

Demonstrated ability to assess risk, apply sound judgment, and develop practical and defensible solutions.

Strong interpersonal, communication, and stakeholder engagement skills.
EDUCATION

Bachelor’s degree in Human Resources, Business Administration, or a related field.
CERTIFICATIONS
-
Chartered Professional in Human Resources (CPHR).
