The primary responsibility of this position is to support the development of the registration and reporting model in accordance with the requirements outlined in the Money Services Businesses Act (“MSBA”). Once the MSBA is enacted, the role will involve reviewing applications for the registration of money services businesses.

ACCOUNTABILITIES 

  • Provides operational oversight to develop and implement a registration and reporting model to operationalize the requirements set out under the MSBA and its regulations. 
  • Acts as a subject matter expert to the Project to implement the MSBA as required (may include drafting Regulatory Guidance, drafting Operations Manuals, designing requirements for IT tools, building risk matrices, designing annual reporting, involvement in change management strategies, etc.). 
  • Conducts complex and high-risk financial and non-financial reviews of money services businesses. 
  • Develops constructive and collaborative relationships with diverse group of stakeholders, responds to complex enquiries, promotes education of stakeholders in respect of regulatory requirements and compliance. 
  • Provides coaching, training, and mentorship to, and may review the work of, analysts or registration officers/program administrators. 
  • Reviews Annual Reports, Registration Applications, and any other relevant data or documentation to prepare comprehensive reports with supported recommendations relating to intervention levels and actions to address deficiencies. 
  • Leverages technology to contribute to the development of tools that enhance risk detection and analysis. 
  • Contributes to the team’s development of internal work practices (e.g., policies, procedures, and tools). 
  • Provides orientation and training to internal and/or external stakeholders within area of responsibility. 
  • Contributes to, participates in, and supports organizational business transformation initiatives. 

 

JOB REQUIREMENTS 

  • Knowledge of relevant legislation, regulation and/or policies governing the regulatory program or similar regimes (may be learned in-position). 
  • Knowledge of money services businesses operations / industry  
  • Ability to exercise judgement, discretion, and initiative.  
  • Ability to write clear, concise, evidence-based reports.  
  • Ability to meet deadlines, manage competing priorities and work under pressure.  
  • Superior oral and written communication skills.  
  • Ability to engage and influence diverse stakeholders.  
  • Strong analytical, problem-solving, organizational, and decision-making skills in potentially ambiguous or sensitive contexts.  
  • Related Experience:
    • Licensing or compliance function in a regulatory environment  
    • Interpreting and administering legislation  
    • Forensic Accounting 
    • Anti Money Laundering Compliance / Anti Financial Crime  

 

EDUCATION 

  • Degree in Accounting, Finance, Business Administration, Commerce, or Law and five years of related experience or an equivalent combination of education and experience. 
  • Experience working in the money services businesses industry is an asset. 


CERTIFICATIONS 

  • Certified Anti-Money Laundering Specialist, Chartered Professional Accountant or Financial Risk Manager designations are an asset.
